  Use an unused toothbrush, preferably a baby toothbrush because they have the softest bristles, and apply a double coat of petroleum jelly over it. Now with a little pressure, massage your lips with it in a circular motion. Let it soak in for 2-3 minutes and then massage in the same manner again. You will see the scales leaving the lips when you brush them. Wipe the lips with a swab od cotton and reapply the petroleum jelly or a lip balm. Do this twice a day for best results. You can also use some good quality lip scrub instead of the petroleum jelly to get rid of dry skin from your lips.
